The is a challenge in terms of this work if there is no agreed upon definitions of what transformation is in the NSI

NACI has developed a preliminary definition, which can be share with everyone. It was promised that the definition would be shared in the same platform as the ToR (see the highlighted section in blue)

 We define transformation in the NSI as the process of changing the landscape of the NSI in South Africa, to include the participation of all its diverse social groupings. We define transformation of the NSI, as a change in production systems and consumption patterns towards a sustainable, yet competitive economy. The NSI would be transformed if:

· Human capital development is visibly changed throughout the system, in terms of representation and participation (the race, gender, disability, and youth mix).

·         Knowledge production translates to patents and commercialization of research output leading towards a narrowing of the innovation chasm. 

·         The institutional framework in the NSI adequately responds to industrialization needs i.e. flows from the science base to industry, growth in entrepreneurship, birth of infant industries etc.; and the NSI contributes to creating a capable state.

Question 1

Are we expected to use the DPME Framework only?

It was indicated that the DPME is the guiding document as such it is not descriptive. Service Providers can be innovative in terms of approach, however, should ensure some alignment to these documents.

Question 2

On page 7 in terms of the National Innovation System (NSI) expert: It seems you are looking for someone working for government.

The criteria that would be used is for scoring is under functional evaluation, which takes into consideration the expertise under a researcher or a specialist. Therefore, table on page 7, is a guideline and will not be used when evaluating the proposals.
