SERVICE PROVIDERS – FORENSIC INVESTIGATIONS

1. It is the intention of the Department of Science & Technology (DST) to update its supplier database with service providers of forensic investigations. 

2. The purpose and role of the service providers will be to support the DST with forensic investigations related to reported incidents of alleged fraud and corruption. 

3. For each engagement the Department will provide a terms of reference against which service providers will be required to provide a quotation.

4.   As a minimum, the service providers will undertake the following:

a.  Perform a detailed investigation on each of the alleged cases of fraud and corruption; inclusive of follow-up investigations should this be necessary;

b.  Provide recommendations based on conclusions reached and how to strengthen control weaknesses identified during investigations; and

c.   Provide a detailed investigation report, with supporting documentation.  The report is to include amongst others recommendations based on the findings including the strengthening of the internal control environment and must be signed off by a Certified Fraud Examiner (CFE).

5.  Although not exhaustive, the following criteria will be used to add service providers to the database:

a.      BEE Compliance / HDI status;

b.      Capacity building / skills transfer record;

c.      Performance track record;

d.      Expertise (experience and CFE certification; and

e.      Capacity to deliver.

6.  Interested parties are required to provide a detailed submission of their profile taking into consideration the above evaluation criteria, inclusive of a pricing model and skills structure. The closing date for submission is 17h00, Monday 31 January 2012.
